I am assuming you are the administrator of the private blog. If so, setting who can comment is exactly the same for public blogs as well as private blogs. Just go to SETTINGS > COMMENTS and there set who are allowed to comment to whatever you want.
I just want to eliminate the anonymous option. I moderate comments at my blog but I just had a horrendously vile racist comment on my blog and I wish to not even be bothered with moderating them. How do I get the message like you have below. Thanks, Peter!
You can try to ban that racist guy from your site. Refer to How to ban a person from your site. However, it that guy is a persitent fellow, he can still access your site from public libraries, Internet cafe, etc.

That is very easy to do. Just set "Enable comment moderation?" to "Yes". Just go to SETTINGS > COMMENTS and you will find that somewhere near the bottom of the page. If you chose "Yes", a box will appear to type in your email address if you want to be notified of a comment waiting for you approve. This is the best option. I am not sure we are on the same wavelength because you latest comment seem to indicate you want exactly what this post gave instruction for - how not to allow anonymous comments. However, you have to remember that chosing this option means you can be discouraging those who want to comment but don't have or want to register for a Blogger account.
I think this post need some editing because I see some large empty space. Don't know if it has anything to do with blogging via flickr. Anyway, there is a similar instruction for New Blogger (should be about the same) buried in this post Changing the settings in New Blogger.
I finally got it, Peter. And thanks so much for your help. I'm sending you a friend of mine who is having a problem that I've had with Blogger. She wants to add a page element to her sidebar and the add a page element box is missing. I had that happen to me & I just gave up in despair and tried again later -- like a couple day -- & it worked. Computers are funny critters! lol
i want to read this blog but it has been put private such that only people invited can view. is there anyway i can still view the blog w/o being invited? thanks
I am afraid I have bad news for you. There is no way for you to ask for an invitation. Blogger had overlooked that, I don't know whether on purpose or was an oversight. I think the former, because previously, I could use a "trick" so that visitor can request for invitation: Peter's Private Blog if the blog owner or administrator wants to allow that, but recent test has shown that it is no longer possible.
Will comment further later as someone wants to use the computer.
Don't take me as authority because I am too lazy to test out the comments options, but from memory, it is only when you enable anonymous comments that there will be the option to put in a display name and URL.
Blogger sucks then! I found out through out analytic a lot of people visit my blog but going through Google open ID is too complicated for them to bother leaving a comment. I left the anonymous option one day and I got 50 comments, but I have to delete theme because the blog must keep his seriousness due to its subject.

Find topics by using the Google custom search box above which can search multiple blogs, or the SEARCH BLOG in the left corner of navbar. You can also find topics in the Label List and Categrories in the right sidebar.

Moderating comment is a good idea, especially if you set your blog to enable anonymous comments. Refer to What to do when you accidentally delete a comment.
